For Nikon photographers, an additional two stops of VR performance capability can easily be the difference between a blurry picture and a beautiful sharp one. If the chosen exposure settings give a shutter speed that's faster than this limiting speed then stabilisation VR, IS or whatever the maker calls it gives no advantage. That limiting shutter speed should be a fixed value but because the user is human there is a degree of variation.
That's why the percentage of success is mentioned in the post you replied to. What stabilisation does is steady the lens so that the limiting shutter speed gets longer.
Many factors influence how effective stabilisation is; for mm focal length the advantage is typically about two stops. If DOF isn't a limiting factor the extra two stops of aperture is an advantage, sometimes quite a big one. I own a nikon d I am interested in purchasing a lens.
