Remember this location, as you'll be coming back to it in a moment. For now, use the hover ramp to the left to boost over to the circular platform that you saw and collect the bolt that waits there.
Now return to the platform where the Zoni was positioned. To follow the Zoni, first start boosting along the hover ramps. You'll soon find yourself boosting over several ramps and even grinding along a railing jump to avoid a low electrical barrier. When you stop grinding, run across the platform and then you'll come to a place with two ramps.
Take the one that leads left and you'll fly out onto another rail that you can grind. As you come to an area where it's possible to jump to a new grinding ledge to the right, make sure that you do so since the main path you've been following will lead you down and into a bottomless pit. Along this new rail, you'll need to jump a few times to avoid electrical shields.
Then you'll launch toward a pad, from which you can leap with the 'X' button to finally arrive on solid ground. There, you can safely grab the Zoni. Above Right You'll have to chase the Zoni along quite the obstacle course!
